Irifune Minato Tower: Harbour Views and the Permitted Approach

Historical exterior of Irifune Minato Tower beside its outdoor stairway

Look out over Niigata Port and the Sea of Japan from Irifune Minato Tower’s seventh-floor observation room. The harbour panorama is the main reason to visit, with a sixth-floor lounge offering another place to pause.

Why visit

Irifune is more than an observation tower: it serves as the left-bank ventilation tower for the Niigata Minato Tunnel. Its approximately 40.2-metre building uses angular forms, contrasting with the curved Yamanoshita tower. That functional role gives the building an architectural story alongside its harbour outlook.

Plan your visit

The tower is at 3781-1 Umibecho 1-bancho, Chuo Ward, Niigata City. Plan your arrival around the permitted underground approach rather than the exterior staircase; the entrance restrictions are detailed in Planning notes.

For the visit itself, make the seventh-floor observation room your main destination. Consider the sixth-floor lounge as a place to pause rather than treating the tower solely as a quick viewpoint.

Make the most of your visit

Try approaching the view as a meeting of working harbour and open sea: the observation room overlooks both Niigata Port and the Sea of Japan. Visibility depends on the weather, so keep expectations flexible rather than counting on a clear distant outlook.

For an architectural angle, consider the contrast between the tower’s angular design and its practical tunnel-ventilation purpose.

Planning notes

Opening hours, checked on 21 October 2026: the tower opens at 09:00 throughout the year. Closing time is 19:30 in June–August, 19:00 in April–May and September, and 17:30 in October–March.

Access restrictions, checked on 21 October 2026: the ground-floor perimeter, grand staircase and connecting outdoor terraces remain restricted for safety. Entry is only through the underground entrance from the pedestrian and cycle passage. A temporary parking area is across from the building on the sea side. No end date has been announced for the restrictions; consult the prefecture’s official restriction map for the permitted approach, rather than following the old exterior-stair route.
